Mike Gallagher represented Wisconsin's 8th congressional district from January 2017 until his resignation in April 2024, departing to take a position in the private sector after having established himself as one of the most intellectually distinguished and substantively serious national security thinkers in the House of Representatives. Born March 3, 1984, in Green Bay, Wisconsin, Gallagher served as a Marine intelligence officer with deployments to Iraq, earned a PhD in international relations from Georgetown University, and came to Congress as one of the rare members whose academic credentials matched his military experience in precisely the domain — great-power competition and adversary analysis — on which Congress most needed expertise.

Gallagher chaired the House Select Committee on the Chinese Communist Party and was one of the leading voices in Congress on the strategic threat posed by China. His hawkishness extended to Iran, Hezbollah, and the broader Iranian proxy network — and he was consistent in characterizing Israeli security as integral to the American strategic posture in the Middle East rather than a separate political cause. He supported U.S. recognition of Israeli sovereignty over the Golan Heights, opposed conditioning military aid to Israel, and was a consistent vote for emergency supplemental military assistance packages. His analysis of the regional strategic environment — informed by his Marine intelligence experience and PhD-level understanding of adversary behavior — gave his pro-Israel advocacy a different intellectual texture than most members of Congress could offer.

His resignation in April 2024 was a loss for the House's pro-Israel intellectual capacity.
