Haley Stevens

Government

U.S. Representative (D-MI)

Profile

Haley Stevens has represented Michigan's 11th congressional district since January 2019 and has been among the most consistently and vocally pro-Israel Democrats in the House during one of the most demanding periods for that position — serving throughout the post-October 7 environment in a district that includes a significant Arab-American population in the Detroit metropolitan area. Born June 24, 1983, in Rochester Hills, Michigan, Stevens graduated from American University and built her career in policy — serving as Chief of Staff for the Presidential Task Force on the Auto Industry under President Obama, where she helped manage the federal government's response to the 2009 auto industry crisis. Her policy background and Michigan constituency make her one of the more substantive pro-Israel voices among House Democrats.

Stevens has been consistent in voting for Israeli military aid, opposing ceasefire resolutions that she views as one-sided, and publicly defending Israel's right to military operations against Hamas. She represents a district where her pro-Israel position carries electoral risk — Michigan has the largest Arab-American community in the country, concentrated in nearby Dearborn, and progressive primary challengers have repeatedly targeted her. That she has maintained her position despite that pressure reflects genuine conviction and a calculation that her constituents support her overall record even where they disagree on Israel.

Stevens has also been active on antisemitism issues in Michigan — a state with significant Jewish communities in the Detroit suburbs and where antisemitic incidents have increased significantly. She has spoken at Jewish community events, signed onto bipartisan antisemitism statements, and maintained relationships with pro-Israel Jewish organizational leadership in her district. At Rank 56, Stevens is a significant pro-Israel Democrat precisely because of the electoral environment she operates in: holding a pro-Israel position in a Michigan competitive district requires a different kind of political courage than the same position requires in a safe Republican seat.
