UN Watch Executive Director
Hillel Neuer has served as Executive Director of UN Watch since 1996, leading the Geneva-based NGO that monitors the United Nations for bias and double standards — with particular focus on the UN Human Rights Council's systematic targeting of Israel — and has become one of the most recognized and effective critics of the UN's institutional treatment of Israel in the world. Born in 1969 in Montreal into a Jewish family, Neuer earned his law degree from Harvard Law School and spent his career in human rights law and advocacy before taking on the leadership of UN Watch, where his combination of legal training, moral clarity, and combative confidence before international audiences has made him a distinctive presence in Geneva's multilateral diplomatic environment.
Neuer's most-watched work is his speeches before the UN Human Rights Council, where he appears as a representative of an accredited NGO and confronts council members and rapporteurs with the contradiction between their stated human rights mandates and their actual behavior — the dictatorships serving on human rights committees, the silence about atrocities by council members' allies, the obsessive focus on Israel to the exclusion of far greater violations elsewhere. His speeches are frequently recorded and distributed on social media, reaching millions of viewers who have no other connection to UN proceedings, and have made him a viral presence in the pro-Israel digital media space.
UN Watch has also documented and publicized the UNRWA's ties to Hamas terrorism — including the organization's employment of individuals who participated in the October 7 attack — providing evidence that governments and media organizations cited when reassessing their UNRWA funding and governance. At Rank 83, Neuer is the international law advocate who shows up at the most hostile institutional environment for Israel and refuses to be quiet — whose YouTube moments confronting the UN Human Rights Council have been seen by more people than most full careers in pro-Israel advocacy produce.
